A good rule of thumb would be anywhere between 24″ and 30″ inches from the counter or island top. Factors you should take into acount would be:

How much of the bulb is exposed? 
What and how much light does the fixture give off? 
Can your kids reach them? (Some fixtures get really hot and can be fragile)
